GUIDELINES FOR COMMON WRITTEN EXAMINATION FOR RECRUITMENT OF OFFICER SCALE-I, II & III AND OFFICE ASSISTANT (MULTIPURPOSE) IN REGIONAL RURAL BANKS (RRBs)

In terms of Government of India (GoI), Ministry of Finance, Department of Financial Services letter No. F.No.3/8/2010-RRB dated 23 Feb 2012, the methodology for conduct of Common Written Examination (CWE) for recruitment of Officers in Scale I, II, III and Office Assistants (Multipurpose) in RRBs through Institute of Banking Personnel Selection (IBPS) has to be finalised by NABARD in consultation with GoI, IBPS and RRBs. Accordingly, in consultation with GoI, IBPS, select RRBs and select sponsored banks, the guidelines for Common Written Examination (CWE) for Recruitment of Officers in Scale I, II, III and Office Assistant (Multipurpose) in RRBs have been finalised and they are broadly on the lines as being followed for Public Sector Banks ( PSBs). The salient features of the guidelines for CWE are as follows :

Steps for conducting the CWE
1. RRBs have to give IBPS a mandate to conduct CWE for a particular cadre on their behalf. This could be done based on a resolution of their Board citing MoF direction dated 23 February 2012, with appropriate reference to service regulation.

2. National Bank for Agriculture and Rural Development (NABARD) will issue a “General Notice” on behalf of Government of India, for informing the general public that, those aspiring for a career in RRBs have to take the Common Written Examination conducted by IBPS for recruitment in RRBs.

3. Separate Common Written Examination will be held in each of the following cadres in RRBs:

(A) Group A

(i) Officer Junior Management Scale I

(ii) Officer Middle Management Scale II &

(iii) Officer Middle Management Scale III.

There will be a common paper for both Generalist and Specialist cadres for Officer Scale I. The candidates, specialisation/professional knowledge in respective area of specialisation will be verified through original certificates in the respective area of specialisation and through interview at the time of appearing for interview .

(B) Group B – Clerical Cadre (Office Assistant- Multipurpose)

(C) Candidates should invariably opt for only one post in Group A. However, candidates can opt for Group A and Group B post, separately.

4. (A) (i) IBPS will notify the Common Written Examination, stipulating minimum eligibility criteria in terms of age, qualification and experience (if any) as well as the modalities of conduct of CWE and invite applications from aspiring candidates to apply for Common Written Examination. Candidates will be advised in the notification to specify any one centre from the list of centres notified by IBPS from which he/she would appear for CWE. There shall be no restriction on the candidate to appear in the interview only in the RRBs located in the state where he/she had appeared for CWE. However, the candidates may be required to possess proficiency in the Official Language of the State/UT for which vacancies he/she wishes to apply, to be eligible as per the notifications of the Participating RRB. For ensuring proficiency in local language, the passing of 10th standard exam with local language as a subject, should be verified at the time of interview. The requirement of proficiency in Official Language of a State/ UT will also be specified by each RRB in their individual notification. Preference to be given to candidates having degree in specialised areas. The

knowledge/awareness of computer will be treated as an added qualification which will be stipulated by each RRB when notifying for recruitment for Scale I cadre.

(ii) For specialised cadres, the RRBs may use the scores of candidates based on the exams conducted by IBPS for PSBs. In case RRBs recruit specialist officers for areas other than those conducted for PSBs, mainly in Scale II and Scale III, IBPS may conduct common tests for such specialized cadres.

(iii) The broad features of the examination and the eligibility criteria are given in Annexure I and Annexure II, respectively.

(B) Examination fee will be collected by IBPS from candidates applying for CWE at the rate prescribed by IBPS from time to time. The present rates charged by IBPS are as per Annexure-III.

(C) CWE will be conducted twice a year by IBPS.

5. One RRB will be identified by the NABARD as Nodal RRB for each State to coordinate the conduct of examinations in that State under their charge. However, the other remaining RRBs in the State will also be involved to assist the designated Nodal RRB in carrying out smooth conduct of the examination in coordination with IBPS.

6. IBPS will arrange to conduct Pre-Examination Training (PET) through an agency with the support of the Nodal RRB and the latter will be responsible for supervising and coordinating various activities related to conduct of Pre-Examination Training.

7. (A) IBPS will identify and finalise Centres for examination and Pre-Examination Training in consultation with Nodal RRBs. At present examinations are conducted only in non-metropolitan centres where the presence of RRBs is greater. However, in case of CWE,

Interview of the candidates who have secured minimum qualifying marks in CWE in order of merit upto the ratio as provided in RRB (APPR), 2010 will be done by a Committee constituted by the concerned RRB as per the rules ibid. The number of selected candidates to be empannelled for recruitment shall be equal to the number of notified vacancies (subject to availability ) in the order of merit prepared by aggregating the marks obtained in CWE and interview. In addition, thereto, an additional panel of selected candidates not exceeding 50% of the notified vacancies as may be decided by the Board with a minimum of two candidates for each category, shall be drawn up to meet the exigencies.

9. APPLICATION FEES/ INTIMATION CHARGES
Office Assistant (Multipurpose)
- Rs. 50/- for SC/ST/PWD/EXSM candidates.
- Rs.350/- for all others
Officer (Scale I, II & III)
- Rs. 50/- for SC/ST/PWD candidates.
- Rs.450/- for all others
